Definitions
Measurement & Verification
- What/how much are we saving ?

Monitoring & Evaluation
- Are we meeting our goals and objectives ?

Difference between M & V and M & E
Measurement & Verification
- Adresses the technical side.
- Feeds into and becomes part of the M & E process.See Figure 1

Monitoring & Evaluation
- More of a managerial tool.

M & VM & E
  • The aim of M&V is to quantify the impact of DSM Projects.
  • The impact (or saving) is quantified by comparing the energy use before and after the intervention of DSM.
  • The "before" case is called the baseline.
  • The "after" case is referred to as the post-intervention or modified (actual) consumption pattern.

  • M&E answers the question " are we meeting our goals and objectives ?"
  • M&E can be an invaluable risk-management tool.
  • M&E should enable early identification of problem areas, which in turn, enables appropriate changes in plans to ensure that stated goals and objectives are met.
  • Without effective M&V, the outputs of the M&E process can at best, be educated guesswork.
  • M&E should be strongly linked to the mission, vision, strategic plan, goals and objectives of the organisation.
